I'm sceptical about the need. I don't think cyclists are specifically at greater risk than others (though I have seen no research on this - is there any?). My concern is that, if potential cyclists start to think that by cycling they are going to be at risk of attack, they won't cycle. I think it's unlikely that someone who is thinking about cycling will take a course in self defence before doing so. For me, this is a bit like the helmet debate: if people think they can't cycle without a helmet/self-defence training, then they (or at least some of them) will not cycle.
If you have a particularly dodgy bit of road/path on your route, then avoid it/report it/get someone to cycle it with you.
